About this resource: This program can provide $200 in financial assistance per year toward landline, cellular (with contract) and/or internet services. Individual must complete an application and attend a budgeting counseling session.

Who can use this resource? Assistance depends on household income, status of current telephone/internet services and recommendation from the budgeting counseling session

About this resource: Lifeline provides financial assistance for phone services, internet services, bundled phone and internet services OR offers a free cell phone with prepaid monthly minutes.

Who can use this resource? Income less than 135% the federal poverty level (Anyone that qualifies for Supplemental Security Income (SSI), Medicaid, and FoodShare, also qualifies for Lifeline. Some tribal programs may also be eligible.)

  • Make sure you qualify for Lifeline by going to www.lifelinesupport.org.

  • Once eligibility has been approved, contact the telephone or internet provider. Pick a provider from the following list (last updated 3.7.2025)

  • Call the company and say you would like to apply to Lifeline.

Who can use this resource? You can use this resource if at least one resident in your household participates in the U.S. Supplemental Assistance Program (SNAP) or other governmental assistance programs (see website for other qualifying programs).

Page Plus Cellular

About this resource: Page Plus Cellular provides discounted pre-paid, no contract wireless cell phone plans as well as discounted cell phones for purchase. This is a good option for someone looking for a lower-cost cellular plan.

Telecommunications Equipment Purchase Plan (TEPP) & Telecommunications Assistance Program (TAP)

About this resource: TEPP (Telecommunications Equipment Purchase Program) and TAP (Telecommunications Assistance Program) are both Wisconsin programs that assist people with disabilities in accessing telecommunications equipment, but they are separate programs with different eligibility requirements and application procedures managed by different agencies. 

Who can use this resource?

  • TEPP:  Helps individuals with disabilities purchase specialized equipment to use basic telephone services. Customers are responsible for a $100 copayment.

  • TAP: Provides funding for specialized telephones and related devices for low-income Wisconsin residents who are Deaf, DeafBlind, or severely hard of hearing. TAP can assist with the $100 copay.

​TEPP helps with purchasing equipment while TAP provides funding to cover the cost of that equipment and the copay for TEPP, but they are separate programs managed by different agencies.
