A lot of the patients that we work with are familiar with these programs already, but increasing your understanding about them will make you better equip to navigate them to the resources that they need or explain specific programs in better detail.

Women, Infants, and Children's Nutrition Program (WIC) updated 2.28.25

About this resource: WIC helps to improve the health of women infants, and children by providing healthy foods, health information, and referrals to health care.

Eligibility: 

To be eligible for WIC benefits in Wisconsin, you must:

  • Live in Wisconsin; AND

  • Are pregnant, had a baby in the past six months, or are breastfeeding a baby under 1 year old, or be a child under age 5; AND

  • Meet WIC income guidelines(link is external)

    • You may be able to get WIC benefits if you use one of these programs:

      • FoodShare

      • Medicaid

      • BadgerCare Plus

      • Wisconsin Works Program (W-2)

Any legal guardians, including kinship care and foster parents can apply for WIC for their children.

About the Agency: WHEAP helps with heating costs, electric costs, and energy crisis situations to help lower the burden of monthly energy costs.

About this resource: Head Start is a Federal program that promotes the school readiness of children from birth to age 5 for low-income families by enhancing their cognitive, social, and emotional development. Early Head Start is a program that promotes high-quality child and family development services to low-income pregnant women and families with infants and toddlers up to the age of 3. Children enrolled in Head Start also receive free medical and dental care.

Eligibility: Individuals must meet the eligibility requirements. You must be a Wisconsin resident and meet the income eligibility requirements. See website for details. Head Start does NOT have immigration status restrictions.

National School Breakfast and Lunch Program for Wisconsin updated 2.28.25

About this resource: The U.S. Department of Agriculture (USDA) School Breakfast ad National School Lunch Programs make nutritionally balanced, low-cost or free meals available to school children each school day.

Eligibility: Qualifying individuals must be a resident in the state of Wisconsin and a parent or primary caregiver of a child(ren) who attends school (high school and under). There are income eligibility requirements. These programs do not have immigrations status restrictions.

About this resource: SSI is a federal income supplement program funded by general tax revenue. It is designed to help aged, blind, and disabled people who have little or no income. It provides cash to meet basic needs for food, clothing, and shelter.

About this resource:  The Wisconsin Works (W-2) program is available to parents of minor children whose family income is below 115% of the Federal Poverty Level (FPL). 

Who can use this resource? Low-income parents and pregnant women can participate in the W-2 program. Both you and your child’s other parent may be eligible for W-2, even if your child only lives with you. 

Certain immigrant statuses, such as refugees, asylees, and those with specific visas (e.g., VAWA, U-visa, T-visa), may be eligible for Wisconsin Works (W-2) if they meet the program's other requirements. Immigrants with certain work authorization status may also be eligible.

For Navigators: Medicaid, BadgerCare Plus, Medicare, and Health Insurance Marketplace 

Wisconsin Medicaid: a joint state and federal program that provides health care coverage for the state’s citizens who have a very low income and people with qualifying disabilities. Medicaid also covers pregnant women and children. Visit this website to learn more about Medicaid Programs in Wisconsin: https://www.dhs.wisconsin.gov/medicaid/index.htm 

  • BadgerCare Plus: This is the main term that you will hear to describe Wisconsin's Medicaid. It is sometimes informally referred to as just BadgerCare. BadgerCare Plus targets low income Wisconsin residents.  

Patients can visit https://access.wisconsin.gov/access/ to determine eligibility and apply for either of these programs.

Navigators can visit https://www.dhs.wisconsin.gov/medicaid/index.htm for more information on Medicaid. 

Wisconsin Medicare: a federal program that provides health care coverage to people over the age of 65. A person can also qualify if they have been diagnosed with end-stage renal disease or ALS (Lou Gehrig’s disease) or if a person has certain disabilities.

  • Original Medicare (same regardless of what state you live in)

    • Part A: hospital coverage includes hospital services, some home health care, nursing home care, and hospice

    • Part B: medical coverage includes preventative doctor visits, outpatient care, ambulance service, screenings and tests, and some medical equipment

After you enroll in original Medicare, you can also enroll in Medicare Advantage (Part C), Medicare Supplement (Medigap plan) or Prescription Drug Coverage (Part D).

  • Medicare Advantage (sold through private insurance companies)

    • Part C: offers prescription drug coverage, vision, dental and hearing coverage, over-the-counter pharmacy allowances, non-emergency transportation, group fitness classes, and more!

  • Prescription Drug Benefit (sold through private insurance companies)

    • Part D: offers prescription drug coverage. You will have a deductible to meet before coverage kicks in. For 2020, the maximum deductible is $435. There also is a spending limit ($4,020 in 2020). If you go over the spending limit, you will have to pay a copay on every prescription that you purchase.

Health Insurance Marketplace: this is a platform which offers private health insurance plans to individuals, families, or small businesses. People will usually pay a monthly premium to their insurance company (regardless of whether they receive any medical services) and usually must meet their deductible before coverage kicks in. ** Does not include dental **

About this resource: ABC for Health is a Wisconsin-based, non-profit public interest law firm. It provides hands-on technical assistance through Health Benefits counseling to help un- and under-insured patients link to health care coverage resources at SSM- Wisconsin Hospitals, UnityPoint Health-Meriter Hospital, and Saul Prairie Hospital. ABC for Health also provides legal assistance to low-income families facing denials of health care coverage and services.
